In 2017, CQUniversity embarked on a rejuvenation of its academic governance structure. With many new committee members, and a new Chair of Academic Board, the University decided to implement an ambitious program of professional development of members of Academic Board, and of members of two key academic committees, the Education Committee and the Teaching and Learning Committee.
The intent was to enhance the understanding of committee functions, how they fit into governance structures, and to bring about significant and tangible improvements by viewing the committees as concerted internal partnerships. Partnering with TEQSA and “AGENDA”, targeted professional development was developed and delivered specifically customised for the CQUniversity environment. Focussed on purpose, agility, content, administration and culture, the rejuvenation initiative revisited how each committee serves as a puzzle piece in a tapestry of Higher Education and VET delivery management.
Determining the purpose of each committee in terms of the Higher Education Standards Framework identified gaps in current agendas, and some overlaps and inconsistencies between committees. Deconstructing existing siloed committee culture and the subsequent realignment as complementary building blocks is delivering an energised policy environment focussed on practical policy management and implementation. Re-establishing committees as collaborative, supportive and constructive internal partnerships instilled functional cohesion of outcomes and overall agility in processes.
Longer-term the influence of this initiative has been evident in the smoother operation of the committees and the enthusiastic participation of members. A next tranche of workshops has been established to do similar work with the Research Committee and the Higher Degrees by Research Committee, and a second-round workshop in 2019 will be issues-based to maintain the momentum and positive improvement.
